City records are sensitive. These are the rules every deployment follows.
Principles
The city owns its data
Records are used only for that city's work, under its data-use agreement. They are never shared with other cities or sold.
Small counts stay hidden
Figures that could identify a person are never shown, and counts under 11 are suppressed everywhere. No resident or employee is scored as an individual.
The city decides who sees what
Access is set by the city, department by department.
Every number has a source
Each figure links back to the record or dataset it came from, with the period and population it covers.
Differences are explained by conditions
Neighborhood differences are explained by conditions such as income, access and housing. Race is never presented as a cause.
We don't sell the programs we judge
Polisynth does not run or sell the programs it evaluates, and stays neutral between a city and the providers it funds.
Agreement
It sets what records come in, who can see them, how long they are kept, and how they are returned or deleted when the work ends.
